Policy 802: Maintenance and Operation

 

802.1 Maintenance Schedule
The Superintendent of Schools, in cooperation with the administrative, faculty, and maintenance personnel, shall cause to be developed and administered a comprehensive maintenance schedule for the general care and housekeeping of all buildings, equipment, and grounds of the School District. This schedule shall include provisions establishing the proper lines of authority in administering such schedule.

802.2 Requests for Improvements
Provisions for procedures in making requests for improvements and/or repairs for all School District property shall at all times, except in cases of emergency, follow the proper lines of authority and the proper sequence of organization as outlined in the School District maintenance schedule.

802.3 Emergency Repairs
When an emergency arises in the maintenance and operation of any school district property that directly affects the learning environment and/or safety and welfare of personnel and students, the following actions shall supersede the official maintenance schedule:

Any staff member shall do all in their power to correct the emergency, as need dictates, and shall report the emergency situation to the maintenance staff and immediate supervisor for correction.

When emergency repairs are necessary, in order to prevent the closing of any school, provision of the law with reference for bids shall not apply.

802.4 Use of Contract Services
The Board of Education may contract with a special service or company to provide maintenance of the School Districts' grounds, buildings and equipment.

802.5 Disposition of Obsolete Equipment
It is recommended that whenever any furnishings, equipment, and/or supplies valued at less than two thousand five hundred dollars ($2,500.00) have been declared obsolete by the administration and approved by the Board of Directors, the Superintendent of Schools or his designated agent shall be authorized to dispose of such furnishings, equipment, and/or supplies at the best price possible. The funds derived therefrom shall be forwarded to the Secretary of the Board. The Secretary of the Board shall credit such receipts to the proper fund as stated in Code of Iowa, Chapter 297.22.

Whenever any furnishings, equipment, and/or supplies valued at more than two thousand five hundred dollars ($2,500.00) have been declared obsolete by the administration, the Superintendent of Schools shall sell such items under Code of Iowa, Chapters 297.15, 297.20, 297.22, 297.25.

802.6 Asbestos Containing Materials
Friable and non-friable asbestos containing materials will be maintained in good condition and appropriate precautions will be followed when the material is disturbed for any reason. If there is a need to replace asbestos wrapped pipes or boiler covering, these will be replaced with nonasbestos containing materials.

The school district will implement the rules of AHERA and will provide the necessary funding to implement the response actions as required. The school district will appoint and train as necessary the appropriate person as required in the rules.
